First off, fuel leaking past the cork is almost always a loose nozzle retaining nut, not a leaking copper washer. A leaking copper would allow compression to leak past, not really fuel.

As for your method of reconditioning copper washers, I suppose that's OK. Never done it myself because I always replaced with new whenever I replaced or reinstalled injectors.
 
what do you mean by loose?, I told a guy at a local shop to try and apply about 50lbs of torque to it, he tried and it wouldn't move at what he estimated to be 50lbs.
oh and the anneal started because i didn't want to wait for 2or 3 day s to get it from the local dealer or online.
