I finally got this lift working after putting that thing back on the tractor at least 9 times in the past week.
JMOR, you gave me the clue to what it might be when you said how much pressure it should take to push the check ball off it's seat. Aparently someone at some time has put the wrong spring under the plug for the check valve/back pressure valve and when I would tighten the plug down on it till it bottomed I was clamping down on the check ball so it could not move at all. I'm sure it is too strong and too long because all I did was loosen the plug and pull the spring holder back some and as soon as I put the plug back in loosely the lift worked like a charm with the air pressure just like a hundred lifts I've repaired before over the past 60 something years.
I hope this will help somebody else if they ever come up against this.
