Well, you've tried the quick approach to priming the pump. Its time for basic diagnostics. We need to determine if oil is getting to the pump and if the pump is working properly.

This is what I would do. Take the priming plug off the pump and go the hardware store. Pick up a hose barb fitting that matches the plug. Also get about 4 feet of clear plastic tubing that fits the hose barb and a hose clamp that fits the tubing. Attach the hose barb fitting to the priming hole and then attach the clear hose with the clamp. Place the other end of the hose in fill port on top of the top cover (under your seat) Now start the tractor and take look at the clear hose.

You will see one of three things.

1. Oil (and only oil) is moving through the hose. This is normal operation and the pump is working properly. Your problem is in the top cover.

2. Oil with air bubbles are moving through the hose. This is a sign that the wobble shaft seal is leaking. If this happens you should have some lift action. I don't think you will see this.

3. No oil is moving through the hose. If this is the case either you pump is not working or the oil passages are blocked.

I would start here and see where it takes you. At least you have isolated some of the systems and not spent a lot of $$$
