Not knowing what the reserve is I don't see anything wrong with that. Here is would be a 3500 tractor or more.

860 is a Workmaster? I thought the 5xx/6xx/7xx were the Workmasters and the 8xx and 9xx were the Powermasters.

No power steering. Both radius rods are bent. It's covered in a film of dirty oil. A lot thicker and dirtier coating of oil around the perimeter of the transmission top plate. It looks like at least the right side sector seal is leaking. The cup on the oil bath air cleaner is hanging down on one side so it's probably been sucking in dirt.... that's just a first glance. The tires look decent though.
