The filter in those pictures clearly has some sort of white lettering printed on top of the blue paint, so I would think that it just happens to be blue, not that it was painted blue when the engine was painted.

I agree. Looks like a Ford 300 Dual filter. We used to buy a bunch of those at a time...we were using them quite a while after Ford Tractor Operations was gone. As far as being a good deal...maybe...twin sticks, wheel weights and p/s, but turf tires, no drawbar, gas (may not be an issue for you), and an aftermarket cab with poor visibility and small doors.
