I've gotten my grandpa' 1973 Ford 2000 diesel tractor &
everything runs good except the hydraulic arms won't raise at
all, won't even grunt. Has plenty of fluid but they won't do
anything at all. Any suggestions at all?

Try bleeding your hydraulic pump.
With the engine at low idle crack the allen head plug on the hydraulic pump on the left rear corner of the engine. Let it puke into a pan till all air bubbles are gone and you get mostly clear fluid.
Then retighten.
