You need to remove one of the two round side ports & look inside to see what is happening both mechanically & fluid wise. From a raised position, unless you lower it with the touch control, it will NOT lower itself based on any position of the unloader valve.

Remove the left side cover(PTO shifter on it) and have a look at the control valve and linkage

I'm with jmor.

even if the unloader valve was full unloading, and the pump quit.. the lift would be held up by check valve and perhsaps slowly bleed down.

catastrophic dropping would seem to be possible with the lift cyl orings from valve body blown out, holed piston, broke rock shaft, safty valve issue.. probably a few others.

see what's going where first.. then post back.,

If you're lucky you'll find that the O-ring on the lift cylinder blew
out. Incidentally, when you're in there see if you have an old-style
or new-style piston (there's a photo in the FO-19 manual; the early
one has the ring groove nearer the skirt and the new one has it
nearer the top -- or just compare what you have with the photo on
a parts site). The old-style pistons are prone to O-ring blowouts
when the lift is fully extended, and should be replaced. It's a
relatively cheap repair. Good luck.

probably blew the o ring on the hydraulic piston, its not hard to fix, i did mine in a saturday morning, get a helper that lift cover is heavy, and dont forget to undo the big acorn nut on the right side, before you try to remove the lift cover, if not you'll damage the unit, its pretty simple to fix with hand tools , do get the newer piston and rings, and as long as your ordering parts get the manuel, it will walk you right thru it
