ford 545A throttle

I just picked up a 545A, 3 cyl diesel. It seems to start good but when you try to rev it up from an idle it lags a while and finally revs up. if you idle it down and right away pull the throttle lever back down same thing, it hesitates quite a while and finallyt revs up. It also acts like it has no engine power when you try to move the tractor? Any ideas where to start? First thing I am doing is to change the engine oil and filter and put in new fuel filters.
 
I would start at the fuel tank and check for cleanliness and flow. There should be a little fuel shut off in the base of the tank. There is also a filter in the shut off assembly. From there, there could be crud in the lines, dirty filters, worn injectors, etc. Those are easy (and free) things to check rather than spending money and throwing parts at an unknown problem.

Either way I'd change all fluids and filters regardless of what the seller said. That way you know what you have.
 
New filters and new fuel. Added pint of Risolin additive. Plenty of fuel to filters. Tractor runs good at full throttle. I have to have it on full throttle to start. If I idle it down real slow it stays running and will run fine at an idle and I can slowly rev it back up. It takes a while to rev up ery slow to respond. If I idle it down quick it will die?and v
 
Might try "tweeking" the timing abit.
Look on the mounting flange of the injection pump, you'll see a timing line. Now look at the engine block, you'll see some degree marks. The timing line on the pump should be as close to "0" as possible. if it is there already, try moving it about 1* either way. Don't forget to tighten it back down after each attempt.
 
I don't think it has good power. When I loaded it, it struggled to get on the trailer. At first I thought it was the torque converter.
