Ford 8000 Spindle Bearings

I have an 8000 with the old-style keyed spindles. I am in the middle of replacing the thrust bearings and bushings and ordered the appropriate parts. The bearings don"t fit snugly on the spindle shafts, there is a good 1/16 of slop. I"ve double-checked part numbers. To add to the confusion, the sub-assembly inset on the parts list does not show thrust bearings, just a fiber spacer between the spindle and the housing flange. That doesn"t make sense. Any insight is very much appreciated.

Thrust bearings I.D.'s generally don't fit the O.D. of the spindle snugly. The bearing O.D fits well into the bottom of the knee, and the spindle fits closely in the new bushings in the knee. No place for anything to go. Seen this many times on 3 and 4 cylinder Fords, wouldn't think an 8000 is different.
