I use the stabilizer bar or bars on the following:
Rotary cutter
3 pto hitch seed sower
Cultivator
Pond scoop if I am digging in reverse
Post hole digger..

I do not use the stabilizer bars on the plow, disc or spring tooth cultivator.

Always inspect your 3 pt hitch connections, my friend had a lower lift arm break while Bush hogging, the Bush hog was being lifted up the rear tire but he got the tractor stopped before he got hurt. However the rear tire was shredded.

Not a dumb question at all. Safety first.
I use them on everything except my moldboard plow, disk and
cultivator. Most cultivators have a shoe or wheel for "steering".
If it is missing I probably would use them there too.
Another thing to look at with a rotary mower is your top link.
It should not be rigid.
 
I use them on everything except a bottom plow.
On my hard working tractors, the wear on the sway bars and their pins show how much they have 'saved' other more expensive parts.

Though on a disk or cultivator, they are not recommended, I use them. In my small garden and tough ground, I want the cultivator to follow me exactly even if it hits a 'tough' spot.
My disk is very heavy and I didn't like the slam when turning with it raised, so I run sway bars.
In heavy dirt with sway bars, the disk will try/succeed in turning the tractor sometimes, but no big deal, just lift it a little.
