ford 4000 power steering

my friend just dropped of his 4000 gas tractor today for me to work on the power steering. It seems like the pump and cylinder are working but I think the steering box is binding. I can only turn it about 1/2 turn in either direction and then it binds up, but for that 1/2 turn it feels and looks like the pump and cylinder are working fine. Anyone had a similar experience with one of these tractors who could give me some direction? Thanks for your help.
 
When asking about a Ford 2000 or 4000 you always need to specify whether it's a 1962-1964 with a 4 cylinder engine or a 1965-1975 with a 3 cylinder engine. They're completely different tractors even though they have the same name.
 
Ok, 3 cyl. That helps.
I take it it has the side arm power steering like in the first photo below?
They made two styles of PS on that tractor.
Early ones like in the photo and the later "integral" type where the hydraulics were all done in the steering box.
I would disconnect the drag link/cylinder from the steering arm on the box - second photo.
That would let you determine if the problem is in the steering box or is a hydraulic problem.
