Ford 4000 revving high without increasing throttle

I cannot for the life of me figure this one out. I have searched
the web to no avail. I have a 1963 ford 4000 diesel. The tractor
will not stay at idle. It wants to rev higher. Is this a governor
problem? Can I fix it?
 
It sounds like the plastic governor ring inside the pump has deteriorated and is no longer doing its job. LarryNCKS posted on this forum several years ago the procedure to disassemble the pump and replace the plastic ring.
 
I found it and found the procedure in the shop manual. Sounds a little too involved as it in involves warnings about getting fuel in crank case and precise replacement of drive shaft. Not sure if I want to tackle that. May recruit some help

On another note, I replaced my fuel filter and noticed I cannot get the fuel tank shut off valve to completely stop fuel flow. How do I remedy that?
 
Sounds like a flex ring problem. I have seen a contamination prblem cause this also. Either way sounds like you should pull the pump and have it resealed. Any good pump shop should charge about 300-400 bucks to do this job. Anything higher and they are bending you over. Look around and price shop. If you cant find someone in your area give me a call I have done hundreds of these pumps. Good luck Al 231/757/0064
 
I think I am going to call you. I am a long way from the nearest shop that can do this, but if I can get it off properly, I can take it somewhere, depending on how difficult it is to get it back in.

On another note, oil appears to be coming out around the bottom of the pump, and it appears almost certain that I have fuel in the oil, as my oil level has actually risen during an hour or so of work yesterday.
