640 ford govenor hunting problem

My 56 ford 640 has a governor hunting (searching) problem I can't stop. The governor is adjusted properly, the carb is a replacement but I have little response in trying to adjust the problem away, the points, plugs, wires, coil, are ok. the governor spring has been replaced and linkage is not binding. I believe the 56 had a fly ball governor and I don't know if it has ever been replaced. Anyone have any suggestions?
 
double check fuel flow first.

sometimes an obstructed fuel supply will caus ethem to hunt.. which essentially is a starve out then over-rev to compensate.

I'd say to check adjustments first too.. but you already mentioned you did.
 
Does choking it help or hurt it. If it helps it is running to lean if it hurts to rich either one can cause that problem as will sloppy linkage I.E. pin holes worn. Plus when was the last time you check the air cleaner a clog one can cause odd problems
 
Also check the compensator spring on the throttle linkage its the spring that attaches the throttle rod to the governor arm, on my tractor it was set to light/weak and it hunted particularly with little or no load when pulling it was ok, drove me about half crazy till I figured it out.

sounds lean
take a look at your plugs to check your mixture

carb adjustments can/should show a big difference in how it runs.
If they don't, check your carb and fuel-intake track for restrictions or air leaks

you say it runs well under load, but will it go from idle to full throttle in gear, all at once with no stumbling? If it stumbles, usually a lean condition.

flyball and flyweight governors take a different governor spring assembly. right one?
If it has been replaced to a flyweight style, make sure your front
pulley bolt is VERY tight.
 
I was having the same problem on my 4cyl 2000.
Carb adjustments were ineffective.
I finally pulled the carb and did a complete rebuild.
Only obvious problem was the float was out of adjustment.
Reinstalled. Solved the problem.
