No fuel Shut-off on Ford 555B

I was changing the fuel filter on my 1986 Ford 555B backhoe and realized there is no fuel shut off from the tank. I assume that is because its a diesel. I got quite a bath! Do you guys drain the tank first??
 
That TLB should have the same fuel tap/shutoff screwed into the bottom of the tank as almost all 3 and 4 cylinder Fords built between 1965 and 1999. If it isn't there, somebody removed it.
 
Or he just didn't look hard enough to find it. It is tucked away out of sight. He can look at it and touch it, but probably not at the same time.

Exactly. I can barely reach the fuel shut off on my 555.
