Best to remember that it is always possible to kill yourself playing with tractors. Boom vertical sounds dangerous as heck. To pick the hoe off, you need three-point stability from the hoe - that's the bucket on the ground plus the two stabilizers, with the bucket far enough out to have the dipper vertical, or further away from the tractor at the bottom than it is at the top. In closer than that is a bad park position.
Without repairing the line,you may need to winch the bucket out if you can't creep it using curl and boom lift (uncurl with the boom up, set the boom down to get the edge in the dirt, curl to pull the dipper out, up boom and uncurl (block if need be to keep it from swinging back), take another bite. Or set the edge in the dirt and creep the tractor forward (stabilizers up) to get the dipper out (lowering the boom as needed.)
Dump some ATF (or ATF+acetone) on the top clamps, and tap them with a hammer. If you don't have heavy jackstands, timber works - just be sure it's stable (cribbed properly.) If you use concrete blocks, don't set them sideways (if you can see holes, they can collapse - that's not the strong way - set them like you were building a wall, or get the ones with no holes for this job.)
