Rod - I have not tried disconnecting the rod between the gov. and carb but when I get to it again on Thursday I'll give it a try and watch the linkage while I run the carb by hand. only two of the balls fell out the rest stayed in place which puzzled me but I could not see anything wrong but I am no expert. I will also try adjusting the linkage. when I got the tractor to rebuild it did not run including no wiring. I'll repost if I have any luck. Thank's for your reply

I don't have a repair manual in front of me, but I do believe that there are very specific instructions for adjusting that governor linkage. I know there was for a 3000 I did once, and it made a world of difference.
