ford 841 power steering issue

The power steering release valve is letting fluid out. Is this is happening because the valve defective if so where can I get replacement.
What happens if I cap it?

If you are speaking about the cap where you check/fill the fluid level on the pump, take a look and see if the "Baffle" [small piece that resembles
a thimble] that is attached to the removable cap is missing. My 641 would "puke" all the oil out through the tiny hole over time and found the baffle had come loose and was in the bottom of the sump.
 
I do not know what a power steering release valve is.
Is it on/in the reservoir like HollisG suggests?
Correct terminology means a lot when describing things here.
 
The release valve maybe not the right name for it. Breather valve might be the right name. This thing is located in the steering box just under the fluid connection lines
 
Ok,
Now I get it.
Part # 30 in the photo below.
There is nothing wrong with that breather.
What is wrong is the lower seal #28 has failed and is allowing PS oil to escape past it and overflow the lower half of the box.
You will need to dissemble the upper half of your column and replace BOTH the lower one #28 And the upper one #44.
And replace 2 orings #32,
Yes, you will need to pull the tin off to get at the column and yes you really do need to get at least the I&T FO-20 manual and read how to reassemble everything. Manual is available from this site for about $30.

They are pretty simple but guys do have trouble with them sometimes.
