Ford 5000 PtO

I have a Frod 5000 (1968 I think). The PTO does not seem to work. Shaft spins but no power. So I was going to start by changing the rear fluid. It has a Farmhand loader (Model 22) on it. It also has one rear remote. My question is, the manual says it takes 36 quarts fo fluid, but that is without a loader. Do I need to add more with the loader to make sure the rear is full and maybe the pressure will come up for the PTO.
 
If the loader was empty, you would need more. Since the loader is full, check the oil level in the tractor with the bucket resting on the ground. Oil capacity should be about the same as without a loader if you drain the rear axle and re-fill.
