1971 4500 TLB backhoe controls are very sticky

I have a 4500 TLB that has very sticky controls. They do not want to return to center they will just stay in the position you move them to. The stabilizer controls work very good. This is my first Tractor so I don't know what is normal. I have lubed up the levers and rods but didn’t help. Does anyone have rebuild data for the 19-551 controls? On another note this hoe has water in the hydraulic oil, could that be causing the problem? I am going to drain the system before working on the controls and put fresh oil in when completed. Any help would be greatly appreciated. I have removed the rods and bell cranks and tried to actuate the controls by hand and they will move in and out but are real tight and will not return to center without pulling them back or tapping on the back side. I am not sure why the spool valves are so tight and the springs will not push or pull them back to center. I pulled one partially out and it looked ok. The springs also good no corrosion.
