Does that bearing have to be pressed off/ on the PTO shaft?

It's only a light press fit.
You can use a press but don't need to. Tap it off with a hammer. When reassembling put the bearing on the shaft and use a piece of pipe the correct diameter and tap it back on. Replace the seal while you are in there.
