Leak at diesel return line plug

On a 73 diesel 3000 I have a leak at the return line canister plug. I've never seen a plug like this, it has a stem protruding out of the center. The dealer could not find it on the parts list, could not even find the canister. The previous owner had used what looked like plumbers putty to seal it. I tried teflon tape, tried an o-ring, neither worked. It may be leaking from the stem, cannot tell. Anyone ever see this part, if so what do I seal it with? Inside the canister is another fitting that seems to mate up with the plug, so I can't just stick a bolt in the hole. Open to any idea that will seal this hole. Should be under no pressure, it's just the return line that empties back into the tank.

That little canister is a fuel reservoir for the thermostart. They eliminated it on the later tractors. Not sure what year. I know it was gone by the time the 36/4600s came out. They just used a small metal Tee and the contents of the line itself to heat the manifold.
If you are having problems with it I would just eliminate it and go to a Tee.

ermostart line which is invertatad flare thread. I am guessing threads are stripped. So Id just connect lines together.
