moving pto lever makes no difference at all. pto is on all the time. What are my options short of splitting the rear end????

We need more info to be much help.
Do you have a pre 1965 4 cylinder 2000 or a post 1965 4 cylinder 2000?
If a 3 cyl which tranny do you have - single stick 4 speed or a twin stick 6 or 8 speed?

take a look at the lever and shaft too. sometimes a pin pops and you have a lever moving but no shaft moving.

Check the rivit as Soundguy says. The handle might be slipping on the shaft.
Otherwise it's easy to remove the 3 bolts and pull the handle/shifter out and inspect the fork, sliding collar etc. They are pretty simple.
You might have to drain the oil in the rear end down to see.
