Foor 4000 Injector pump

Thanks to all who answered my starter button problem. I am having a problem now with getting diesel fuel out of the injector pump. To recap: 4 cylinder diesel that has not run in awhile. Have done all the preliminaries to get it ready to run.
Finally found the preheater switch and the starter switch. Have a new 980 cca battery. I have bled lines from the filter and have good fuel flow to the pump. Took the injector line loose closest to the pump but no fuel. I gave a short burst of starting fluid and it ran about 2 seconds. I am of the conclusion the injector pump is either bad or stuck. Any suggestions on what I should try besides another injector pump. Thanks for your help.
 
There"s no oil in the RoosaMaster pump nor is there a separate shutoff lever. The shutoff is part of the throttle- push the throttle lever all the way up to shut off the fuel. There is a metering valve in the pump that sometimes gets stuck in the shutoff position.
I"d keep giving the engine short shots of ether to keep it running and see if the pump will start working.
 
Thanks for all the replies. I figured the shutoff was on the throttle since there was no other lever going to the pump. I have tried squirting gasoline to start it but that did nothing. I will try the starting fluid again although I hate to use it. Thanks.
 
Thanks Texas. I gave three short shots of starter fluid and the engine took right off on its own. It has started three times since with no help so the injector pump needed the speed to prime and start pumping. Now another problem. How do I get the SOS transmission locked again so I can freewheel the tractor to get it off the trailer. I have rocked the tractor while turning the transmission lock but it wont lock. Please any assistance is welcome.
