Ford 2000 Gas

I have a Ford 2000 tractor that I just inherited. It has sit in non-working order for about 2 years. Turns over but wont start. It started once but would not respond to throttle. I cleaned rats nest out and found chewed plug wires. Not chewed through so I taped it up for now. Replaced plugs. I am far from a mechanic but love to figure things out. Where should I start? I figure replace plug wires, check for fire in the plugs. Seems to foul plugs quickly (Maybe from flooding). Drain the oil. How can I tell if I need to rebuild the carb? Thanks for helping this dummy!
 
First of all always mention if you have an older type 4 cylinder 2000 or the newer style 3 cylinder model.
They are two completely different tractors.
That said, start with your spark. No need to spend any money on it yet but make sure you have a bright bluish white spark that will junp at least 1/4" from the plug wire to the block.
Short or yellowish spark will not do.
If spark is not good then clean and readjust your points. Only when you have good spark do we reccomend that you go on to fuel.

Will do. It is a 3 cylinder. I will check the spark. Thx for the tip.
