8700 revving up

I have an 8700 ford, with 7100 hours on it. The tractor has
started revving up whenever there is no load on it. It will go to
2100 rpms, regardless of where the throttle is set. Like I said, it
only does it when it is just sitting or while I'm stopped, put a
load on it and it goes right back to where it's supposed to. It
does have the minimec fuel pump (yes I've changed the oil in
the pump religiously). Any helpful suggestions? Thank you
 
Governor problem most likely. Take the side plate off of the pump. If you can move the rack back and forth you have a problem. Either way a pump rebuild is in your future.
