Double clutch adjustment question

This is on a 73 Ford 3000 with live PTO. I have the dual clutch assembly on the flywheel now, and am setting the release levers. After setting the gap to .054 for the PTO setscrews I now want to set the three hex bolts at the inner ends of the arms (the bolts that the throwout bearing contacts). The manual calls for a space of 2.110 inches from PTO hub to tops of the three bolt heads, but the levers have slop in them from setting the .054 gap. My question is which direction do I take out the slop in the arms when measuring? Do I push levers towards engine or away?

If I push levers towards engine there is not enough bolt length to set the height to 2.110. Is the 2.110 measurement to the raised center part of the hub with splines or the lower main portion of the hub? Book does not say either way.
 
I am having the same issue with my Ford 3000 double clutch where the fingers are collapsed and the clutch will not release/disengage. Were you able to determine the correct settings and get your clutch working?
