Ford 4610, PTO stops when going up hill

Bushogging up a hill and the PTO slows down starts turning again when I am level ground. Fluids are all where they should be on the dipstick. Could there be a problem with the filters Thanks
 
Could be a problem with the intake pickup. Add some oil and see if that helps...
A modest overfill is not going to hurt. It's actually recommended if you're working on steep grades.

Dip stick measures oil in the transmission. To check oil in the rear part that holds the oil for the hydraulics, you have to remove a plug on the right side of the rear end and fill until oil runs out.
 
In the rear... What dipstick are you checking? Most 10's I've seen have a level plug on the right side of the rear axle center housing. The transmission has a dipstick...
30 series tractors have sticks for both..

I was told that it was not 2 separate areas, that the fluid would go to both no matter where you poured it in.
