ford 4500 loader

I have a 1975 4500 ford loader with a 201 diesel. The engine idles fine but when run the engine up about 1400 rpms it flattens out and puffs black smoke. The injectors have been checked and a new fuel filter and the petcock screen is clean and the valves are set to the proper lash. Could this be a injection pump issue or something else ?
 
Sounds like it may be a clogged air filter. Black smoke would indicate to rich a fuel air mixture. Other issue might be timing on the pump. Try advancing or retarding the injector pump slightly.
Those are 2 no cost things to check.
Injectors could be dirty and need cleaning if at higher rpm they aren"t closing all the way between strokes.
You can clean the injectors yourself by unscrewing the bottom section of the nozzel and cleaning with very fine wire. Any dirt in the close fitting parts could mess things up.
