Where can a person buy the springs that go in the latches on the hood of a Ford 960?

The springs inside the hood latches are not serviced separately.

The hood opening leaf springs are available from CNH.

Search this site under Market Place to the left under Tractor Parts, Parts, 900, Sheet metal, and you'll see the springs are $14.95 each plus shipping.

The springs available here and elsewhere are the hood opening/anti-rattle leaf springs, not the return springs that go inside of the latches.

I have reconfigured carburetor choke return springs to work. Works pretty darn good, I think!!
