ford 3000 3 point hitch trouble

have 3000 ford tractor, 3 point hitch shutters when lifting and will not lift much of a load. had the pump removed and checked OK, had the top cover removed and checked , cleaned with new piston seal installed. when pumo is on tractor a pressure check at pump outlet shows pressure of 500 psi and the gauge needle fluxuated when 3 point is lifting but pressure never goes much more than 500 psi. it appears the system is bypassing some where but I do not know where to look. I need some help please????
 
Probably in the flow control valve... IIRC, there is a spool in there that allows excess flow to be dumped to sump. If the valve sticks and doesn't shift for a fast lift... most flow is dumped to sump and low pressure. Valve will be by your right heel as you sit in the seat.

It's located in the hydraulic manifold... above the releif valve and just below the lift cover. It's bolted into the side of the rear axle center housing. Should have a black finger knob on it.
