i am going to test my hydraulic pressure on my ford. i have a set out remotes that hook to a valve on the cover if i put a pressure gauge in a remote and hit the lever if i dont have 2000psi then i should rebuild the pump and replace the releif valve. does that sound correct?

Most likely, a yes. Always a possibility you have a remote valve connection that I'm not familiar with (there were many), but if the normal touch control of the lift has no interaction with your remotes, then yes is likely correct.
 
Should you decide to replace the relief valve, I recommend biting the bullet and buying one from CNH.

I have seen aftermarket relief valves that apparently do not open at any pressure. Definitely not a good situation.

when i move the lever for the 3pt hitch to come up and it is raising then i hit the lever for the remotes the 3 pt stops coming up till i release the lever. so i guess i could have a problem in the top cover as well?

ounds normal. One or the other, not both simultaneously.
