I cannot get the steering arms off on a 1970 Ford 2000

I purchased a 1970 Ford 2000 (three cyl), gas tractor about 2 months ago. The tractor has manual steering and it seemed loose with a lot of play but it had a brush hog type mower, so it was fairly easy to steer. I took the brush hog off and when I was trying to maneuver the tractor, I heard a POP from the steering column, and the steering wheel just spins (no resistance at all) and doesn’t turn the wheels. When the steering wheel spins, the steering shaft moves up and down in the housing. I thought the upper thrust bearing and/or cup was the probably the problem, so I took the steering assembly off to disassemble it and fix whatever was broken. My problem is I cannot get the steering arms off to remove the two pitman shafts. I have tried penetrating oil, a wheel puller and hammering some on the arms, but the arms won’t budge. Is there a trick to getting these off? I don’t see any clips or pins holding the arms in the parts diagrams, what are other suggestions on some things to try?
 
They can be a bear, even if you lubed them up last time with anti seize.
For really tough ones I put a 3 jaw puller on them and tighten it up good then give the end of the bolt on the puller a whack with a BFH.
I have had to put the O/A torch on them too.
If you use the torch be careful around the gas tank.
