851 Wont Lift Heavy Stuff

I went over my father-in-law"s 851 over the past winter to fix some problems he was having. Put new oring kit and cam follower pin in the lift cover, adjusted the linkage, put it back together and it it seemed to work fine in position and draft control with about a 200 lb load (me). Problem is, I never thought to try it out with any real weight on it. He hitched up his rather stout Oliver 2 bottoms and it can only get them off the ground about an inch no matter how long or how fast you run it. Any ideas? This is my 4th hundred series lift cover I"ve redone and have never had this problem before.
 
Weak pump or bad relief valve will do that. Best way to start is checking the pressure at the test port and go from there
 
I put a guage on it and I'm only getting about 700 PSI. Should have 2000 right? Any ideas? Does this mean a pump rebuild?
