5000 hydraulic pump

I ran a flow test on my hydraulic pump on my ford 5000 its putting out 6 gpm but when I pressure tested it its only putting out 1500 psi I cleaned the pickup screen and added shims in the relief valve and it didn't change the pressure at all is there anything else that I could check or should I order a new pump?

What kind of flow is it making at 6 gpm? If it's only making 1500 psi on a dead headed gauge then you've got a leak somewhere... quite possibly just from a worn out pump...

Thanks for the reply is there anyway to check for leaks? Do these tractors have any known weakness for internal leaks?
 
I've found some brand new pumps for under 300 bucks I know new Holland wants a little over 7 I think john deere has one for 6 does anybody have experience with any of these pumps?
 
I would have an extremly strong inclination to go with either a NH or Sparex pump... I've got one cheap steering pump here that's working fine... but I was never too happy with the fit and finish... I just couldn't stomach the CNH price for that particular one.
At the end of the day they're all aluminum housing, steel gear, bronze bushing pumps and the critical parts are the bronze bushings...
