Brake band is broken. That happens when you try to stop a piece of PTO driven equipment spinning with a band only 1/2 in wide. Pull the full stop and let it quit turning and then take the PTO out of gear. The lift cover has to be pulled to replace the band.

The 5000 has Independent PTO. The early (1965-1968) 5000's did not have a PTO Brake Band. They had this tiny little PTO Brake Pad and when it is worn the PTO spins constantly but without any "power". I have heard that an early 5000 can be converted to the brake band but I haven't done it.
