acceptable compression range for a 600

I don't know much of the specs. for this tractor at all. Bought a bunch of things locally off craigslist last spring (so I could get the two things I wanted) and have been trying to fix/sell the rest.
I have spark (after many hours of frustration last summer and replacing the coil, rotor, points/condensor, plugs and wires), gas to the carb (took the carb apart, cleaned it out checked the passages etc.) Cranks nicely (for a 6 volt) but all I can get out of it is a weak cough.
Compression test shows all 4 cylinders about the same in the 55-60 range.
 
actual compression should be from 120-130 . I would first check all valve rocker arm adjustments and timing. but is possible that all rings are that worn. do a dry comp test then perform a wet test, if wet test improves the comp then you have bad rings or sleeves, if no improvements on any of the four then i would check timing and valve rack
