801 Powermaster Timing of Injection pump after rebuild

I've recently rebuilt my 801 powermaster including my injectors and seals in my roosamaster pump. I put the timing mark on 23 degrees, large radius of gear under injection pump at top toward engine and alined the marks in the injection pump. No luck with cranking! Please help me with advice. Can i revolution of the flywheel be compression and one revolution exhaust meaning for the #1 Cylinder to complete a full Cycle it takes two revolutions of the flywheel? Please Please help.
 
When # 1 is at TDC compression #4 valves will be rocking, exhaust closing and intake opening. Then back up to about 30 degrees, then turn forward to 23 degrees to remove gear backlash. This is where pump needs to be, and will be correct IF retainer is assembled and marked correctly.
 
did you have the pump drive out of the block? if not then when you put shaft in the pump did you align the dots one on the end of the shaft and one inside the pump? the retainer or cage is inside of the pump and unless you tore down the pump you didn't change that but there is timing marks inside of the pump for that. also turn the pump a full round by hand while watching for marks had one once where some one had added a mark so was 180 off
 
I would like to thank you for responding to my email. I wasn't really good at watching the valves open and close, so what I ended up doing was to remove the fuel tank, back the valves off of the #1 cylinder, removed injector, got my brother to hold him thumb over the hole and when it pushed air I knew I had it where it needed to be. I know you could've done it the easy professional way, I'm just a rookie! Thanks again.
