would say that if not specified, you don't know. All have been published from time to time. Drawbar was most common in my view.
 
In the ag tractor world, horsepower rating is almost always measured at the PTO, since it's the most convenient. However, the trend lately has been towards advertising gross engine flywheel horsepower.
 
I agree with Bern. Manufacturers would be more apt to use PTO vs. drawbar since it would be higher...which is likely why they've been going to flywheel h.p.
I usually use PTO h.p., as it's the easiest to measure if you know someone with a PTO dyno, and is the number most commonly listed in sales literature and manuals.
 
Once upon a time... belt HP was the norm. Then PTO's took over as the main means of transfering power to impliments, so PTO became the norm. When tractors got larger and in some cases didn't have a PTO then drawbar power became a test standard for those models. In more modern times, since Kubota started advertizing their ponies by engine power the rest have more or less followed suit... although large FWD tractors have generally been rated by net flywheel power.
Most generally I refer to power in terms of PTO power for the models I deal with tho.
