On the long shot that the pump output can flow more than the dump path, then 'stuck in lift position unloader' might keep arms up, but even then they should drop at engine/pump stop.

well it seems even with the tractor shut off and me standing on the arms they will not go down, tried the control arms in various positions? there is some kind of a unit on top of the housing with a control valve and hydraulic hoses with couplers from it, was wandering if it is affecting the lift part?
