Found a set of weights. Seller hasn't provided hole
measurement yet, but did provide this pn 960E-1076-B. they're
white, are about 100# a set he says. Wondering if they'd fit a
1966 4000 with 38" power adjust rims.

Hoping some one can cross that part number.

They are listed on CNH parts listing as rear weights for 30" manual adjust.

There is a set in Clinton IA on craigslist with a photo

Here is a photo of my '66 ford 2000. I have 2 sets of the same weights laying in my barn that came off this tractor. Notice the three holes in the rim center disc. These are 28" rims. The other three holes are for doubling the weights up.
My '64 PA rims are 28" and they look like they might fit if you drilled the holes. Don't know weather they will fit your but if you need me to measure something just let me know.

I do not know what those are fore but the weights for the 38" rim on both the 4000 and 5000 are entirely different. Can't do any measurements as no longer have tractors or weights.
