NAA Govenor

I have the style of govenor that has the two rollers. I am having problems with the govenor holding a load going down hill and I have to manually open the throttle going uphill. I have adjusted to the book and it didn't help. Springs and all look good. I have the front housing off and removed the govenor.
Question 1, does the govenor free-wheel on the crank shaft or is something suppose to rotate it. I noticed the washer behind the front pully bolt is slightly concaved.
Question 2, Could it be stopping the flyweights from moving all the way forward?
Question 3, How thick is that washer suppose to be? When the bolt was removed I noticed the bolt wasn't very tight.
Any help is greatly appreciated. This has been a good tractor but whould like to get the govenor figured out while I have it apart.

An old 6 ball govenor is better than the later roller type govenor.The 6 balls are still available. And that's the only thing that really wares. There are two different govenor springs, one for each type of govenor. I have never been able to see a difference, but they are two different part numbers. Having said all that, make sure the front crankshaft pully bolt is tight so the pulley pinches the governor between the pulley and the thrust washer. The NAA tractor came from the factory with the six ball govenor. You might improve it by trying a different spring. Don't think you will improve the problem much short of using a 6 ball govenor

Like Wayne said the front crank hub when tight holds the gov from slipping and spinning on the crankshaft, as for the spring the difference is the inner spring strength. But the gov alone will not hold back a load going downhill, you should always throttle down while pulling a load downhill. If your throttle isn't staying open when the gov is pulling while going uphill then your friction disc either needs replaced or simply adjusted tighter.

Thanks for the input guys. I believe I had the wrong washer on the pully bolt which allowed the govenor to turn on the crankshaft.

Does yours have the hand crank bolt, if so no washer is used with that bolt. And if it don't have a hyd pump drive on it the hand rank bolt is the best option over a standard bolt and washer anyway.
