ford 601 power steering

I have a 601 diesel with SOS and factory power steering I bought from a fellow about 2 years ago. When I went to look at tractor, belt was off the pump. I asked if P/S worked and he said yes but leaked a lot. When I got it home, I put belt on and some oil in pump and started. Oil came pouring out of steering column, so I said OK, I know what that is. Have a 75 3000 and have had to replace seal several times over the years. Got the seal and new O rings and when I took the column off was very surprised. The control valve is full of what I would call black soot. Looks just like what comes out of an exhaust manifold when you bump it. Has anybody ever seen that before or have a clue how it got that way? Control valve is stuck with this stuff and I have yet to get it apart. My question is if I clean it up the best I can, do you think it will work? I appreciate any and all comments. Thanks.

No, there is no filter or the spring that holds it. I did not realize that when I put oil in the first time. I have hood off now and can clearly see filter is missing. Doesn't look like pieces of filter, looks more like carbon that would come from between stuck piston rings. Thanks.
 
Small black pieces sound like deteriorated o-rings to me also. If there's way too much of it to be o-rings, maybe someone used the wrong kind of hose on the system and the inside of the hose deteriorated. I've seen all sorts of different types of hoses used on low pressure return lines by folks who don't know any better, including garden hose. I've seen similar problems with fuel line on lawn and garden tractors where people use the wrong kind of hose and then later wonder what all of the crap is in their carburetor.
 
OK guys, think I figured it out. Had to look at parts a couple of times and read repair manual again. The fellow I bought it from had run it a long time with no belt on pump, so no oil going thru control valve. Inside dried out and thrust bearings started to rust. Every time he drove tractor, it would grind on dry thrust bearing. The top bearing is completely gone, nothing left but a big flat washer. The bottom bearing doesn't look much better. Has also ruined needle bearings at top and bottom of shaft. I will get new parts, clean it all up, put back together and see what happens. Thanks.
