PTO Delay on Ford 8600

My Ford 8600 is having PTO trouble. When the tractor is cold and I start the PTO, nothing happens until I drive it for about 4-5 minutes. Then the PTO will start to turn and will work normal. It will turn off and on with no delay and work well under a load. Then, I park it for a couple of hours and have the same delay with the PTO when I start it again. Can anyone tell what the problem could be?
 
I'm going to guess a plugged hydraulic inlet filter. Does it have the large spin-on hydraulic filter on the LH side of the rear axle housing? If not, the screen on the inside is likely plugged.
 
Could be a cracked inlet tube to the hydraulic pump or a bad o-ring on the inlet tube cavitating the pump.

Do the hydraulics and 3 point work when cold?
 
Yes, both the hydraulics and 3-point work when cold. Shouldn't be the o-ring or cracked inlet tube because i just changed the pump (it was cracked), and oil & filter and problem still exists. I can hear the new pump whine as if under load, so I am concerned about the pump going again wondering if there is a blockage to the oil flowing to the pto. Still don't know why pto will not work when cold.
