ford 4000 lift

I have a ford 4000 that the lift will go up but wont come down. took seat and top plate off and replaced all orings on piston and piston housing, drained and replace oil, reassembled and as soon as i started tractor the lift went to the top and will not lower. what is a common issue, or what should I look for?

eal good chance that either the path from lift cylinder to dump port is clogged with trash or that Control Valve is not moving far enough out to open dump port (maybe simple linkage adjustment).

eal good chance that either the path from lift cylinder to dump port is clogged with trash or that Control Valve is not moving far enough out to open dump port (maybe simple linkage adjustment).
I assume that the valve is built into the housing that the piston goes in under the seat. if that is correct i could not get it to move while i was cleaning it. didnt force it cause i didnt know how it worked and didnt wanna break it
