Drive in 3rd.
And be glad you don't have a Sherman Overdrive.
You can Check the toe in on the tractor.
The manual calls for a difference when you measure between the front and rear of your steering tires. It should be toed in I'm guessing 1/4" to 3/8" - others here can tell you the exact #. Tow out will make them wobble and wander.
If you are cheap and don't drive the tractor on pavement much you can fudge on that dimension and go more toe in. Wont hurt nothing when you are in dirt or woods.
I had a couple of 8Ns that were a bit loose.
I rode them in Sherman Over with a wrench in my pocket and kept tweeking the toe in till they didn't wobble.

Tire rod ends, steering box play, wheel bearings, toe in are likely causes.

Outside chance that it might also be the center axle pivot pin. Mine was shot! I had to tear it all apart and had a good welder I know build up around the pivot pin housing which connects the axle to the engine. I then could snugly fit a new pivot pin into the assembly and it tightened everything up nicely. That and some new tie rod ends and no more shimmy.

Check the toe-in. A toe out can cause a shimmy. Try adjusting it a bit - should be 1/4" toe in, but I find it hard to measure.

put your feet ont he ends of the draglins next time it wobbles... if it straightens up.. hubs are liekly ok, and it may be tie/drg ends.. or steering box.

pull over and grab the draglinks and move fore / aft and see what's loose.

ends are replaceable.

hub loose may mena bearings, if it ain't wallowed out yet.

steering backlash or play might be adjusted out.. might have to refurb box ( not a big deal )

The hubs wobble on the spindle, or the wheels wobble like your'e turning the steering wheel back and forth a bit? My uncle's 8N had loose drag link ends that let it wobble like the steering wheel was being turned... new drag link ends cured that. Could also be play in the steering box.
