1953 NAA charge problems

My amp meter is in the + (always charging). I just replaced the battery, because it would not hold a charge and was old, but I have the same problem with a new battery. The generator was rebuilt several years ago. I kept the 6v system. Is this a voltage regulator problem or something else?

isconnect the field (wire from VR FLD to generator FLD) and see if it reduces charge current. If yes, it means that VR is feeding the generator field too much current & thus full output. This all of course assumes that battery is sufficiently charged to bring it up to around 7+ volts at which voltage the VR should cut back on charge current. Also, investigate for a good ground wire from generator to VR case.
 
turn lamps on with engine off. does the meter jump positive?

if yes.. the meter is wired backwards and you are really running around discharging...
