Ford 5000 Second Hydraulic Remote Not Working

I've got a Ford 5000 with the new style (after 1970) dual spool valve body on it. The second remote (smaller lever, inboard I believe they call it) flows oil but slowly and won't build enough pressure to pick up an implement. The outboard remote works normally. I believe this is a non-detented valve so only the outboard remote can be converted for single acting cylinders.
My guess would be that the inboard valve spool is screwed up, any thoughts?
Can the spools be repaired/replaced individually or am I looking at $800 for a whole new dual valve body?
Another thing that might be relevent, several years ago it blew a hydraulic hose on the second remote while pulling a 3 point implement. As I remember it would only spray oil when trying to lift the 3 point and I know for a fact that the lever for the second remote was never actuated during the leak.
 
Will it works backwards? In other words, if you swap the hoses and move the spool in the opposite direction, will it work OK then? If so, you have the float or single-acting cylinder screw screwed out. If you look closely at the top of the valve casting, you'll see an arrow cast into the top of the housing pointing to said screw.
