Do you know that there is a little, round spring clip that slides onto the shaft and holds the rotor in position? If not, find a manual or an old Ford farmer, and then get thee to the New Holland dealer or the Parts department on this site.

got the dust cap spacer on..

got the rotor clip and rotor seated correctly?

dizzy cap on straight and not cocked to the side?
 
As sound said and are you by chance buying the parts from the that sells parts from the land of almost right??? If your getting the almost right parts then that is where your going wrong. The rotor shaft clip in one of the most important parts in it by the way
