I would first flush the system out 100%. It"s messy, but needed. You have to cap the return port on the reservoir and put the hose into a clear container. I use a sports drink bottle as we have lots of those around. Clean the filter & reservoir with gas or carb cleaner then fill with fresh hydraulic fluid. I use hydr fluid over PS fluid. Crank the engine but don"t start it. Watch the level. When it gets low, stop cranking and refill.

After a bit, it will run clear. Then turn the wheel full lock to the left. Repeat the cranking / filling until clear. Then turn the wheel full lock to the right and repeat.

At that point, you can then refill, cap the reservoir and actually start the engine. Let it get up to temp and then run the wheel full lock left and right a half dozen times. Check the reservoir for contaminated fluid. If you"re lucky, it will be clear still. If you"re typical, it"s back to the crank&fill until it"s actually clear.

Water can come in from many places. The top of the steering column seal could be weak, the reservoir gasket could be not sealing or it could just be getting condensation in the fluid because you don"t run it hard enough for long enough.

a little water goes a long way when emulsifying oil. if it was water logged real bad and you only drained the top sump .. then the oil inthe lines and cyls contaminated the new oil. might take 2-3 full changes and treatmet to actually get all the water out.

cover got a good gasket?
