I bought a kit from YT for the 172 but the front crank oil seal doesn't seem to fit properly. Looks like it will leak. The one I took out leaked too but I wasn't paying a lot of attention when I took it out as that's not why I was taking it apart. Have any of you run into this problem? Maybe they all leak.

The front seal on the 172 rides on the pulley hub, not the crankshaft. Maybe that explains it. Any help?

No, it's like the pulley just doesn't go in far enough to reach the seal. there is a wear sleeve that doesn't show any wear on it from the last 20 years and the reason is it doesn't go in far enough to engage the seal properly. Maybe there is a different cover on different years and models as this tractor is made up of several tractors and no telling what has been changed out over the years. It has always leaked oil as long as I owned it. (20 years) And if I can't find a better seal it will leak again. It is close to a 941 if they made one. it's a hi crop with wide front (no tricycle) with a 172 engine with 7/16 head bolts but it got a 621 transmission. So no telling what has happened in the past. just seams strange. Thanks for your response.

If the engine is gas the governor is located behind the timing cover. If it's diesel there's a spacer in place of the governor. Are all of the parts in your tractor?
